The menace of Maoism

Barely hours after Indian Home Secretary G. K. Pillai stated that Maoists will possibly overthrow the Indian administration by 2050, Kishanji a.k.a Koteshwar Rao, the de-facto Maoist leader audaciously stated that such a plot could be accomplished way ahead of the time-line stated by Pillai. This outrageous statement, coming straight from the nerve center of the Maoist establishment comes as a forward to a definite plan by the outlawed brigade to wreck havoc on the Indian establishment, even as they have called for a 72 day ceasefire in the wake of the Indian government’s now committed exercise to wipe them off systematically through what is Operation Greenhunt!

Calling for the need to talk and put aside military operations against them, the Maoists have warned that they would attack cities if their demand to come to the table is not met. Left wing extremism has been on the rise within the Indian boundary for some time now. A number of factors, ranging from soft peddling by certain states to support from within the ranks of former armed forces personnel have raised the threat to a new level and the government can no longer consider this as a controllable situation unles it is determined to act strongly! Concrete steps must be taken to regard this as a troubling menace. For starters, a proposal that the Indian Air Force’s initiate aerial operations against the Maoists is still awaiting clearance from the Ministries of Defence and Home Affairs. This reluctance from within the establishment conveys the current stand of the government and it’s willingness to take action as one of weak measure!

As if that isn’t already enough, there are elected representatives openly opposing operations against the Maoists and worse still pledging their support to the outlawed faction and aligning with them ideologically. Furthermore, certain states which are hot beds for Maoism have simply refused to cooperate with the centre in order to take actionable steps to counter the problem. When Indian Home Minister P. Chidambaram called for a meeting of state heads to discuss the issue, the Chief Ministers of Jharkhand and Bihar abstained, citing prior appointments - thus displaying notably uncharacteristic lack of interest in coordinating with New Delhi.

Meanwhile, Operation Greehunt, which is the centre’s initiative to tackle the Maoist menace, is currently underway, with over 18 companies of central paramilitary forces deployed in key Naxal infested areas. However, its effectiveness is yet to be ascertained with the states playing very little parts in the exercise. Gathering, sharing and disseminating intelligence could be a major roadblock this operation may face considering the centre-state relationship in the context of the war on Naxals. There are a significant number of challenges that New Delhi will face in the wake of this operation. Chief among them is the problem of a psychological counter-strike by sympathizers aimed to weaken the commitment of the operation by trying to designate it as illegitimate in the public eye. Besides there will emerge a battery of chance activists pressing the government to terminate the operation in the wake of scores of alleged human rights violations by the armed forces! Criticism of the government is bound to rise, however, New Delhi could do well to ignore it in the face of wanting an upper hand against a dangerous enemy!

The centre on its own, now, needs to focus on arming the operation with people, material and intelligence. Also needed to be considered and worked upon is the Chinese role in supporting the Maoists. Teams conducting the operation need to be instructed that they work their way in eliciting support from the civilian population in the affected areas, thereby gaining confidence and also invaluable intelligence. Considering that this brigade is one in possession of significant levels of motivation, sophisticated training, manpower and material, it certainly will be a challenge to counter them! However, the task is not impossible and requires a great deal of inter-agency coordination particularly at the centre-state level, something that is presently absent.

In all spheres, the government is the one that will face the burden of turning over the situation in its favour. While addressing the issue, it also needs to undertake a great deal of developmental activities in the affected areas thereby making its presence felt in a strong and supportive manner - one which will certainly be welcomed by the people! This is surely the way forward to gain support and confidence and also the means to destroy Naxal groups from the root! Also urgently needed is a well structured policy on countering the threat, something that has not come to be, despite the situation warranting its necessity. During it’s previous term in office, the present government’s response to the Naxalite movement was one composed of a mixture of denial, accommodation and neglect. Expectedly, the Maoists expanded their area of operations into what has now come to be known as the ‘Red Corridor’, while neither the centre nor the affected states had formulated any real response.

The absence of a decisive political resolve and a measure of leadership in policy initiation from New Delhi and the level of centre-state partnership did more harm than good. The States undoubtedly failed due to their choice of ineffective, inferior and almost often counter-productive measures such as, for instance, the creation of armed groups like the Salwa Judum. Such exercises mean that currently prevalent Operation Green Hunt already strikes a bad note in the minds of the people, while it’s success largely depends upon public support.

If anything, the government needs to hit hard at the faction, breaking its confidence and thus bringing it to it’s knees. Only then can one consider the job half done. For all of this, there needs to be a measure of well drafted policy leading to action. Lessons need to be learnt from the manner in which terrorism in Punjab was brought under control.

Among the worst that can happen is a situation alike the one in Nepal. The Home Secretary’s remarks must therefore serve as an urgent warning to many in the establishment thus enabling a renewal of the government’s commitment to wipe out this force before it is too late!

The Indo-Pak Foreign Secretaries meet - An Overview

About 25 miles from Lahore, in Pakistan, and situated barely meters away from the Grand Trunk Road is Muridke. It is a sprawling campus, complete with a hospital, well appointed residential quarters, a school, a madarasa, a swimming pool, a mosque, vegetable farms, a fish breeding center, and well cut lawns amidst a number of trees.  One could be forgiven for mistaking this complex to be a plush resort. In fact, Muridke is the headquarters of the terrorist organization known to the world as the Lashkar-e-Toiba or the ‘army of the pure,’ the very same outfit that among many other ghastly handiworks, masterminded the 26/11 attacks in Mumbai. Changing names as often as credible Indian evidence exposes its hardened terrorist designs, it is known by many aliases, some of which are Jamaat-Ud-Dawa, Tehreek-e-Tahafuz Qibla Awal and Markaz-Dawa-Wal-Irshad. Irrespecitve of the name it adopts, its mission remains the same, and that is to further terrorism deep into Indian Territory in the name of Islamic jihad. In effect, it can be safely said that this organization is largely responsible for almost all terror related activities that plague the Indian union.

Later this week, diplomatic efforts will see the coming together of the Foreign Secretaries of India and Pakistan in an attempt to redraw the relationship either nation shares with its neighbour – largely to talk tough on a serious problem, that being terror. This exercise, if successful, could lay down the foundation for a more composite dialogue in the future that will hopefully improve the level of confidence that both nations need in order to jointly tackle and address a slew of problems they have been facing, ranging from social, political, economic to the most important aspect of security systems.

But before all this is to begin, Pakistan needs to accept the fact that it’s boundaries are haven to many radical elements that threaten not only Indian security but also have been hard hitting on its own democracy. It may choose to call these elements as non-state actors, but the fact remains that these actors operate from Pakistani territory and are funded and aided by parts of the Pakistani establishment namely the ISI and the army. That this is factually so can be affirmed, among other incidents, by what was the brazenly customary presence of the former head of the ISI – Lt. Gen. Mehmood Ahmed at annual conferences of the Lashkar at Muridke. And that is not all. The attacks conducted in Mumbai by the group dispatched to do so on 26/11 in 2008 bore the hallmark of a very well crafted military operation, suggesting that the handlers of this operation were indeed part of the armed brass in Pakistan.

Today, after years of patronage and unconditional support to groups like the Lashkar, Pakistan has lost all control over them and chooses to echo to the world it’s utter helplessness in reining them in, in the hope that the international community will be overcome by the incidents within it’s borders and thus accord some sympathy. What it has done is create a dangerous network of well trained people who can lie low until the opportune moment and carry out a debilitating attack when needed. One such incident was witnessed in Pune, India, a few days ago, on 13th February, when an explosive device claimed the lives of 15 innocent people! Sleeper cells, hidden deep, and forever vigilant and abreast of their ideology are being used to threaten the secure fabric of India, and their handlers in Pakistan have sworn to step up the ante in a more violent manner. This is precisely what Pakistan needs to be cognizant of and admitting to when it’s foreign secretary Salman Bashir meets his Indian counterpart Nirupama Rao, in just a few days.

It needs to understand and accept the responsibility for the existence of such an elaborate network of sleeper cells and sincerely work towards dismantling this apparatus in the hope that this scourge is controlled, for any and all dialogue in a composite manner can only be initiated after the problem of security is addressed. Furthermore, the Pakistani establishment must refrain from falsely implicating India for its security woes, which in effect have been as a result of it’s involvement with radically fundamentalist elements operating unchecked within it’s periphery.

Why then is India not right in going to the table with minimal expectations and focusing primarily on issues such as terrorism and security? Why must Jammu & Kashmir be a part of the agenda? India is surely justified in voicing its concerns over what has come to be known as the Karachi Project - a scheme being orchestrated by the Lashkar and its collaborators in the ISI to engineer attacks across India with the help of fugitive jihadis. Besides, there are growing inputs of cadres being given systematic arms training in Pakistan, something that is conducted by the LeT and sponsored by the ISI.

For now, one needs to be cautiously optimistic on how these talks would set guidelines for the future, and more importantly what they will bring as a result thereof! It is certainly foolish to assume that long standing issues can be solved with just a round of talks - they will not! Issues can only be solved by measurable actions and those need to emanate from Pakistan in the form of clamping down on terrorist camps and their infrastructure. But this is more deep rooted than one can imagine, since the complicity of the Pakistani establishment is significant here, by virtue of the working relationship the ISI shares with the Lashkar and many such groups. Such an arrangement has a lot of Anti-India sentiment written all over it and for that to change will take more and just a conscious effort.

Until then, many exchanges will happen over the table. One only hope that they remain over the table and not across the border!

India & China - The ongoing spat

A war of words between the Asian heavy weights seemed to get out of proportion, with China blaring its thoughts in public domain over Arunachal, Agni, Indian High Altitude Landing Zones and now Kashmir. With Prime Minister Manmohan Singh barely days away from meeting his Chinese counterpart, the bureaucratic and diplomatic machinery is what is ensuring to downplay what both countries have been echoing as opinions and responses to one another’s comments that have been repeatedly emblazoned by the media!

Relations between both countries although not sour, have in no means been warm, something that both nations need to be cognizant of and thereupon workaround to improve the same, if they so desire that is! A war of words is certainly not a formula to extinguish problems that have had long standing contentions in between the two states, particularly when one country feels it appropriate to comment on the domestic matters of its democratic neighbour!

Progressive steps on the part of India to activate and upkeep its high altitude landing bases in regions proximate to the international border is simply a measure of drawing responsibility upon itself to ensure the security of the nation in the face of any untoward threat - much less as a mechanism of offense! History does stand testimony to the misadventures of 1962, which came shortly after India’s commitment to a renewed working relationship between the two nations. China must not view this as a threat and should rather reconcile in the thought that border security is as important an issue to address, as much as one would employ resources to tackle economic and political challenges that a nation may come to face!

That of Arunachal Pradesh is a very serious and committed demonstration by its people with regards to their allegiance, which, even as I write, has been clearly a response favourable to the Indian union. Who visits there and how, is a matter of right possessed and controlled solely by the Indian republic and by no means can be at the whims of a nation that believes it to be in possession of the said territory. Therefore, in this respect, the visit of the Dalai Lama should not be a mention, let alone an issue, to the Chinese, since it is beyond doubt, as it has been all along, that the state of Arunachal Pradesh - despite whatever it’s supposed ongoings of turbulent demographics and politics, remains a sovereign territory of the Indian union!

China’s comments, in the previous days, on Kashmir, calling India to resolve a long standing historical dispute, is uncalled for and unwarranted since it does not have any business to engage in such matters, which are clearly a problem for India considering the repeated sponsorship of cross-border terrorism and the unwillingness to come to the talking table by another nation! Historical or not, the issue of Kashmir is not one that requires interventions by any third-party, much less the Chinese! Calling this an issue left over by history, China has once again demonstrated its desire and frenzy to meddle with affairs of the Indian union, than take cognizance of issues in its domestic area - such as the ones pertaining to the Xinjiang Uygur Autonomous Region, for instance, better known to the world in the form of the despicable massacres in Urumqi, in the recent past!

Why then should Dr. Manmohan Singh’s comments, to his military commanders asking them to be wary of China, come to be viewed as bewildering, wrong or panicky? Is he not justified in anticipating and thereby wanting to neutralize a threat posed to the Indian sovereign? And more importantly, are the voices of Beijing as a result of desperation? One as a result of the fall of a Maoist government in Nepal, which China attributes to India? And also for India having kept the Tibetan political identity alive?

The Presidential Nobel

After President Obama was conferred the Nobel peace prize last week, I have received several emails asking my opinion and particularly if I thought that it was necessary for him to be given this prestigious prize. Apart from considering such questions far beyond my capacity to answer or reason, I believe that such an award being conferred on someone such as President Obama has concrete reasons of validity far beyond the wave of change that ensured his election as the American Chief Executive. And this most certainly hasn’t much of Afro-American empathy alone to go with it, I must say, not to mention the seeming soft-placating of the Nobel committee that many see as an act of quickly estimating a player even before the game is over.

For starters, Obama’s commitment to an all inclusive American social structure complimenting world demographics was well known before his election to the Presidential Office, as a community organizer and a civil rights attorney in Chicago. One would, at this point in time, want to recall his efforts, in 1992, involved in registration of a hundred and fifty thousand African-Americans in Illinois, which came to be known as Project Vote and became a highly successful campaign prompting him to be named Crain’s Chicago Business’s 1993 list of “40 under Forty” powers to be! Would one not like to attribute this to a socio-culture gap being bridged in a modern society that has still deep rooted racial instances running inside of it?

As a Senator, he voted in favour of the Secure America and Orderly Immigration Act, an immigration reform bill introduced by then Senators John McCain and Ted Kennedy, calling for incorporating guest worker programs among other things while focusing on issues such as human trafficking and border control, the economic impact of such happenings having long bickered the United States. Only here, there was an instance of showcasing of humaneness, which the President to-be endorsed through this piece of legislation that he chose to favor! Surely, that does come under the ambit of cooperation between peoples?

Following his election to the executive office, he began with a pledge to extend a hand of friendship to the Muslim world, which continues to be vehemently despised for supporting the scourge of terrorism, which has in its grip many a nation and people! Turning a hand of friendship and a possibility of working upon a broken relationship, he offered Iran what no American president has in the recent past made good. With a marked departure in the manner in which Iran and its socio-political establishment is viewed, Obama pledged to re-look the American association with Iran, an action which surely requires commendation of a very high order. North Korea has been no different in Obama’s agenda, having been given a high degree of importance aimed at repairing a long faltered association with a thrust of focus on disengaging nuclear weapons.

His administration’s commitment to ensure closure of Guantanamo Bay and the ensuing torture practices there may not have earned him applause from within and outside the American union, but wouldn’t one not seek to view this in the light of a person’s characteristic to condemn inhuman practices such as the infamous waterboarding techniques endorsed and furthered by the previous administration?

Transparency in functioning has also been an area of paramount importance in the current administration. By reducing the amount of secrecy associated with presidential records and effecting changes in procedures and policies to promote disclosure under the Freedom of Information Act, Obama has demonstrated his administration’s pledge to dispel ambiguity in the manner in which the current White House operates.

His commitment to reduce production of nuclear weapons and thereafter systematically, through meaningful partnerships, ensure their eradication may appear fictional to many geo-political observers, however, such a commitment could surely help the world rid itself of dangerous precincts in the times to come, would you not agree?

Talking about results, one must understand and take cognizance of the fact that an offer made needs a reciprocal for it to come into being. Such is the case presently when one reviews the American association with the world at large. It is certainly possible that the current administration’s policies and procedures give way for a new beginning as is envisaged by Obama himself. It takes an epoch in the measure of time if one must insist on seeing actions being translated into results, and that by no means is the only qualifier for being recognized for the efforts that have been so diligently made!

And since the Nobel peace prize was accorded to him “for his extraordinary efforts to strengthen international diplomacy and cooperation between peoples,” I would concur that it has been done so, in recognition of the serious efforts that have been made by a man who has committed himself and his administration to realize a vision, which he believes can redefine the manner in which his country interacts with the world - by a measure of change!

Karzai or Abdullah? Who will emerge front-runner in the Afghan elections?

Amidst sporadic violence, reports of armed coercion, bribery, election fraud, voter cards being sold, irregularities and a low voter turnout, Afghanistan has gone to the polls for the second time, to elect a President, in an exercise that was closely watched by the United Nations, the United States, neighbouring countries and independent agencies. Officials of NATO stated that approximately 15.6 million voters had registered to vote. The number, which amounts to half of the nations population, is staggering considering the turbulent phases in time that the country has witnessed despite the Taliban having been ousted many years ago.

Under the regime of Hamid Karzai, a great deal had progressed in a difficult and tense environment constantly watched over and viewed as a breeding ground for international terrorism, however, the strangulating influence of the Taliban was witnessed many a times, in the form of many skirmishes between the International Security Assistance Force (ISAF) and the rebels, the former of which is now largely reduced to combat personnel of the United States alone, other member nations having gradually pulled out of the arrangement, sensing a long drawn combat operation which faced flak for being frustrating, costly and severely life threatening to military personnel.

Although the government machinery has largely been overhauled, the Afghan mindset largely remains unaltered and battling warlords still call the shots in what is more of a deeply divided nation which is clearly demarcated by ethnicity, caste and muscle power, all of which seems extensively prevalent over a social structure which is precariously balanced and hinges even now upon its disturbed past. The Afghan state is embroiled in many distinct identities, no one of which can claim superiority or dominance alone or for that matter a certain extended period of time. Cooperation and coordination are words unheard of where negotiations and truce face obsolescence even before implementation.

This time, the theater saw heavy weights in the form of Hamid Karzai, the incumbent President and Abdullah Abdullah, his foreign minister in the fray for the top job amidst many political twists and turns that may have affected one another in their attempt to woo a population that has long been tormented by unrest and turmoil, for the duration of all or most of their tumultuous lives. Karzai on his part seems to have been no lesser of an immoral by virtue of his proximity to what the United States calls dreaded warlords responsible for a chaotic Afghanistan. It is alleged that both of Karzai’s vice-presidential candidates and a number of his key allies in the election were responsible for many instances of human rights violations and war crimes. The independent body, Human Rights Watch has called for Vice President Karim Khalili and key ally, General Abdul Rashid Dostum, to face trial before a special court for alleged war crimes. Khalili is alleged to have been responsible for killing thousands of innocent people.

Prominent and conspicuous among the events, was the return from-exile of  General Abdul Rashid Dostum, who once held the post of Chief of Army Staff to President Karzai. Arriving from Turkey, where he was exiled for allegedly manhandling a political rival, he created headlines by pledging support for Karzai and campaigning for him, a move widely seen as an effort to send a tough message to erring warlords and thereby win their support. Gen Dostum was also a key ally of the United States in the 2001 invasion, following the attacks on the world trade center.

Political analysts insist that all this hobnobbing with local militia and warlords was indeed a strategy employed by the Karzai camp to secure large blocs of votes in return for key positions and influence in his new government or other significant promises. One may also recall his invitation to the dreaded Gulbuddin Hekmatyar, to become his Vice President, when his attacks on government troops became systematically orchestrated and unstoppable.

Abdullah, on the other hand with a clean and suave image has certainly managed to dent Karzai’s fortunes to an extent, prompting officials to believe that the race may be more closely tied than expected, exacting a possibility of a run-off in October if neither party manages to garner the required 50% mark. While Abdullah may represent a different paradigm for a nation troubled by war, poverty, unrest and ethnic divisions, Karzai certainly has an upper hand in the battle given his close connections that can translate to more votes and the ability to nudge perpetually warring splinter groups to pledge support in unison although they may do so with reluctance. Given Abdullah’s surprise over the scale of alleged fraud in counting of the votes, one can sense a disconnect in his ability to control and monitor situations in the ground, something which Karzai surely has more knowledge and control of.

Apparently the United States is not very happy with the developments in Afghanistan, whose military and security responsibility lies with it. Richard Holbrooke, America’s special envoy to Afghanistan has, in a meeting with President Karzai, expressed fears and concerns over reports of election fraud, something that Karzai has not taken too well coming from the United States.

Latest indications suggest that Karzai is pegged at 45% of votes, amounting to 422,000 while Abdullah has garnered 35% votes at 330,000 in number. Reports now indicate that the finally tally may be delayed a while.

While the world waits and watches, it will be interesting to follow the United States and the international community in their policies towards the Afghan nation. More importantly, it will be exciting to deduce and subsequently watch India’s stand considering the possibilities. Karzai and his administration enjoy a warm relationship with India, and so also is the case with Dr. Abdullah.

So what is it that will change in the Afghan heartland? September will tell, presumably!

Hillary Clinton’s visit - An Analysis

Hillary Clinton’s love for India is not the same that is echoed by the U.S. State Department. No irony here, only reality! A number of media addresses, emphasis on education, interaction with the captains of industry and shopping expeditions later, one questions the progress of Indo-American relations given the hawkish view of the State Department and the perpetual threat of terrorism emanating from an ever turbulent Pakistan, something that hasn’t been addressed the way India would have liked the United States to have!

The Indian media made a huge fanfare of the visit and went long miles to please the visiting dignitary. The weekend newspapers were emblazoned with pictures and snippets of the Secretary while the delegation was given a warm welcome and treated to soulful Indian curries by the platter, even as news media channels staged live debates and analysis of this visit, as if it were a second-coming of the Lord himself! But, make no mistake, for Secretary Clinton came calling in warm terms as a ‘friend of India’ to which the Indian machinery found themselves swinging in musical pleasure!

I do not intend to negate or in any manner undermine the relationship Clinton shares with India, particularly in the light of her founding the India caucus in the upper house of the U.S. Congress, following her election as the senator from New York. A whole lot more has happened to cause particular warmth between her person and our nation, undoubtedly. But this visit was different and needed to be looked at differently, considering her position and Obama administration’s commitment to the world to aid ‘democratic nations’ in the war against terror.

While the State Department has sometimes, coming under some diplomatic pressure, echoed Secretary Clinton’s India bonhomie, it is common knowledge that their inclination lies oriented towards Pakistan, something which has been a happenstance for many many decades now. This attitude needs to change to bring about some level of credibility towards the statements that have been made warranting the need for increased cooperation and bilateral ties between both nations.

And then, there is the issue of terrorism originating from Pakistan, which has been proved a number of times of having the backing and complicity of state actors. This needs to be viewed very seriously. That Pakistan is an ally of the United States in the War on Terror, automatically makes it mandatory for it to shun any support for terror directed towards the Indian sovereign, something that it has repeatedly failed to adhere to as was seen even during the 26/11 episode. The United States, particularly the State Department needs to understand that a conducive environment is needed for solving issues that have long been kept at bay and state sponsored terrorism, such as that orchestrated by Pakistan, cannot help achieve such a climate.

Pakistan is fast becoming the breeding ground for global jihad and Washington needs to take cognizance of this fact and shape policies towards countering terrorist activists. While Hillary’s statement that “both nations have suffered at the hands of terrorists. And the breeding ground of this threat is India’s neighbour, Pakistan. Thus, when South Asia, described as the world’s most dangerous place and where India, Pakistan and Afghanistan are situated, is boiling, who can be the stabilizer? It can only be India which has a Muslim population that is almost five times that of Afghanistan and almost equals Pakistan’s” echoes the reality that is faced by India, it is also important to understand that anti-state elements in Pakistan were a creation of Pakistan itself and not the handiwork of an external force or element!

Terrorism is only one of the many issues that is an area of concern, apart from which there are areas such as trade, outsourcing, climate change, education and so on needing attention.

After this much publicized whirlwind trip, one really wonders about the possible outcome. Is the reality going to change? Will Indo-US relations scale new heights or is this just an eyewash that has been made to make India ‘feel good’ ahead of an impending statement in the not so distant future, which as seen in the past, will favour Pakistan and ignore the ground reality?

Also, what guarantee has the United States received that a next terror attack on its soil will not be aided by Pakistan or as they say ‘elements from within?’

Decoding L’Aquila

It seems Obama’s misreported bottomgate affair hogged the limelight more than the proceedings of the G8, which this time too failed to arrive at a much needed consensus on important issues such as climate change. As before, leaders of the group of eight, along with invitees, once again came together to put their thoughts on issues such as nuclear energy, dialogue with emerging countries, achievement of millennium development goals, negotiations on climate change, development of Africa in the areas of education, water, food and agriculture, health and peace support, intellectual property, outreach and expansion.

Not surprisingly the debate on climate change has brought forward no significant or tangible solution, with member nations not focusing on emission cuts and most importantly the Kyoto Protocol. While some question the relevance of the G8 in the face of a modernized global scenario, some others argue that it serves as an important platform for world leaders to wrangle on important issues that concern one another and the world at large. However, that ‘world at large’ is yet to see some tangible results as a measure of outcome from this gathering! Take for instance the posture on climate change which has hardly changed from before. While industrialized nations continue to play footsie with the issue, they have long been pressurizing some invitee nations to adopt a more stringent set of protocols that call for reduced emissions, something that seems more of hypocrisy! One may also ask about the provisions of the Kyoto Protocol, which is refused to be addressed.

Although Africa has been on the agenda for a long time now, there is no reflection of any constructive activity in the ground level. Take for instance the scale of poverty, issues pertaining to health, clean water, basic sanitation requirements and education programs that exist only as plans on paper and remain a distant dream. Mere agreements to sort out these issues by addressing them at forums is not enough. Implementation at various levels is the requirement.

Nations such as Sudan continue to be plagued in civil war with little or no assistance from the outside world. People continue to die at alarming rates and turn into fast statistics that are forgotten in a matter of days. Mere echoes of UN Security council resolutions will not address the problem. Why are nations not looking at establishing a military task force such as the KFor or the ISAF within Sudan, Darfur in particular? Is it the cost factor that is a deterrent or the knowledge of the non-existence of any rich pickings from these poor nations that is putting off the G8 from arriving at a policy of cooperation within themselves to assist impoverished countries, such as mentioned in their agenda?

For once, the Italian Prime Minister Silvio Berlusconi spoke intellectual when he remarked that the framework of the G8 needs to be modified to include the larger G14! His statement that “we saw that G8 is no longer a suitable format to show a global economic way of doing. Instead, a consolidated G14 representing 80% of the world economy could help create a real dialogue. We want to see if the G14 is the best solution for debates which will bring to us unique results,” echoed the G8’s attitude in taking cognizance of emerging nations such as India and China in the global forum, something that cannot be ignored as was in the past! I would certainly accord a great deal of credit to the Indian Prime Minister Dr. Manmohan Singh for having paved the way to such a landmark consensus as is witnessed today, when two years ago in a predecessor G8 summit at Heiligendamm in Germany, he stated the need for India to participate in the get-togethers of the rich as a partner rather than a petitioner.

It does not take a lot of brain racking to understand and conclude rightly that evolved partnerships are the key to success especially on a regional front which seems expanding and holding significance more than ever! Bilateral trade, cultural ties, combating terrorism, educational and outreach programs, disease control and a lot more can be significantly and systematically addressed in a much efficient manner with an expanded framework as in the case of the G14, which has rightly been envisioned and supported.

Fresh perspectives from developing nations with regards to plaguing problems can bring to the table a great deal of change, inclusive at that. However, one needs to wait and watch how the proceedings of this meeting of the G8 are to be implemented to attain measurable outcomes rather than being fizzled out as existent only on paper!

And maybe the press too can be a lot more mature to highlight issues and call for increased cooperation rather than misreport the roving eyes of a head of state!

Two to Tango - Russia & America

President Obama’s first visit to Russia as Commander-in-Chief of the United States is very significant. There’s a lot of mending of fences to do and a relook at strengthening bilateral relations that needs to be done on a serious footing. That apart, the two countries need to underscore the need to work together very closely in areas such as combating terror, which is a growing threat to many nations and their people. Their first meeting ahead of the G20 summit in London, held earlier this year, will certainly help them bond well and one hopes for it to be that way considering the extensive areas of cooperation their nations need to engage in.

The Bush administration viewed its Russian counterparts as hawkish and chose to remain wary in their interactions with Moscow, an action that fueled a number of cold war type instances that may have come to be, thankfully not, given the maturity with with each side has handled the other in particular.

The American pull-out from the Anti-Ballistic Missile treaty of 1972 is not so distant in the past to be forgotten, but even fresh is the Russo-Georgian conflict which was dragged into the purview of the NATO of which Georgia is a member nation. The summer of 2007 also saw some tense moments with the United States announcing plans of building an anti-ballistic missile system in Poland and a radar architecture in the Czech Republic, both nations being former Warsaw Pact members. While United States cited this as a protectionist measure from any nuclear attack that may originate from the soils of Iran or North Korea, Russia rebutted the explanation and tested a long range intercontinental ballistic missile, the RS-24 and backed it up with a serious view that it could position its missiles towards Poland and the Czech Republic in the event of an American go-ahead of the stated plan.

Although President Putin’s warnings that American actions could turn Europe into a “powder keg” did not come true, for good reasons, a war of words between both heavyweights ensued with each side choosing to articulate its right of stand in the backdrop of a tense situation that could have lead to some deadlock among them signalling the beginning of a new arms race and power play, the least of which the world wanted at the time.

Vladimir Putin’s Iranian visit aimed at discussions of Russia’s aid to Iran’s nuclear power program in the backdrop of an American call for military action against Iran which Russia firmly opposed, prompted Bush to state a direct message to Putin that “if you’re interested in avoiding World War III, it seems like you ought to be interested in preventing them from having the knowledge necessary to make a nuclear weapon.” A sharp witted Putin retorted comparing American plans to put up a missile defense system near Russia’s border as analogous to when the Soviet Union deployed missiles in Cuba, prompting the Cuban Missile Crisis.

Just as the missile defence plans were getting each nation into a tirade of words with each other, Russia intervened in Georgia, when Georgia invaded South Ossetia. It did not help that senior Georgian officials acknowledged to have started the war in the region which prompted a certain Russian response. Georgia being part of NATO was viewed as a significant standpoint in the now faltering Russo-American relationship. While NATO members howled at one of their member nations being attacked, Russia staved away any attempt to stall the invasion by an external force and firmly drew the Georgian misadventure to a close within a remarkably short period of time.

More recently the joint naval exercises between Russia and Venezuela have fumed the White House and the State Department owing to their regard of the latter as a nation not aligned with the interests of the United States. The recently concluded missile tests by North Korea has brought the United States and Russia together in their condemnation of the act which both view as a cause for any nuclear engagement that may take place.

With all this as part of a turbulent background, both leaders clearly have to do a lot to work their way towards warming one another in arriving at a consensus regarding many issues that form part of their cooperation agenda. For starters, their views on North Korea are encouraging, but this is just the beginning. There is a simmering Pakistan aided by the United States in the War on Terror, an exercise that seems to be headed nowhere with no clear agenda in place. Iran continues to be a serious issue which still needs a lot of sitting-down-to-talk! The issue of jointly eliminating pirates in Somali waters is also in the backdrop and requires ongoing commitment and participation from both sides.

On the economic front, a lot needs to be done to arrive at an agreement in many spheres aimed at staving off the effects of the global recession which has affected the world at large. General Motors which last year setup a plant in St. Petersburg is now in hot water back at home. Its is believed that American investment has been growing at a rate of fifty percent a year and two-way trade between Russia and the United States now exceeds $26 billion, and two-way investment is approaching $20 billion, all of which is good news.

Caviar, wine and curry later, both leaders must aim significantly at laying the framework to improving two-way cooperation that will foster good relations with each other, paving way for partnerships like never before. That in place, Roman Abramovich, the owner of Chelsea football club and governor of Chukotka, can focus on making rich pickings off his £80m investments in the world’s largest drilling exercise aimed at creating a tunnel between Russia and the United States, a Tsarist vision lying unattended to since the early 20th century! It makes better sense not to build a real bridge between the two nations as desired by the current Russian Prime Minister Vladimir Putin.

The menace of the Taliban

Bill Casey and Gen Zia Ul Huq would have had a lot of questions to answer had they been alive, particularly uncomfortable ones at that! Casey, in all probably, might have wanted to forget that he ever made the “We will know that we have succeeded when everything the public believes is false” statement. Success in falsehood have since come to haunt Pakistan and the NWFP ever since, with the creation and proliferation of the ominous Taliban which have dented the United States with the 9/11 incident and continue to bog them down along with their Pakistani counterparts elsewhere in Afghanistan, not to forget the significant damage they continue to wreck upon the ever turbulent Islamic republic of Pakistan!

The war on terror is far from over and the Taliban is anything but defeated with the United States shaping one strategy or another, inclusive of conditional aid to Pakistan. CIA Director Leon Panetta can afford to think aloud about Bin-Laden’s whereabouts but that is not getting him any closer to nabbing the world’s most wanted notorious element of terror soon! Repeated drone-aided pounding of the Af-Pak region in the hopes of distancing and dismantling the Taliban is obviously not proving to yield any desired results, and, on the contrary is making the place more deadly and volatile than ever before.

What is lacking on the part of the United States is a well coordinated HUMINT effort along with their Pakistani supports to understand the ground level situation and counter the same. Presently, a great deal of resources and efforts are being directed towards TECHINT efforts which are yet to bring results to the table. Worse still, the repeated uncoordinated attacks initiated by the United States Army in the region are causing more of the locals to join hands with the Taliban in what they see as an infidel violation of their scared land. If anything, this is making the US Army sweat more in the deadlock of not being able to reign in the fighters who have better knowledge of the terrain, much to the chagrin of their Corps Commanders and bosses ensconced in Washington. Observers in Washington couldn’t be more naive than providing repeated financial assistance to the government of Pakistan as part of what they call a systematic effort to fight the war on terror.

What is urgently needed is that the United States coordinate with the Pakistani Army in engaging in joint operations to first sanitize the regions and free it from the warring brigades of Taliban and help establish outposts that are jointly manned and protected. This ensures that the scourge does not spill over to other parts of Pakistan. Secondly, the ultra porous border that Pakistan shares with its neighbor Afghanistan needs urgent monitoring and securing. Though this may seem a marathon task, which it certainly is, it can be attained with the help of UAVs that can be deployed to track the movement of people across the border. Detachments need to be posted at strategic points to monitor people crossing over and their supply routes need to be checked from time to time, thereby preventing mass trafficking of weapons and other war material. However, before any concrete action is taken on this front, the United States needs to ensure that the ISI is not actually aiding separatist factions by supplying them weapons and resources which find safe cover in many madarassas and local safe houses belonging to chieftains in the area.

The Pakistani President’s recent statement that the nation is committed to fight the Taliban has been one of the many that has been repeated from time to time given the instances of terrorism that continue to plague the region. An informed observer would assign very insignificant importance to such echoes that are meant only for the comfort of the prying ears in Washington and the International Community. The truth is that Pakistan now stands at the brink of collapse given the rapidly escalating situation, if it not were to take any concrete measures to arrest the proliferation of the Taliban. And then, there is always the looming danger of nuclear weapons in Pakistan falling into the hands of terror elements, such an act capable of bringing unspeakable disaster to surrounding nations, India in particular!

Now that the Taliban is regrouping in nations such as Yemen and Somalia, where governments have been weak for sometime now, the threat of multi-locational terror operations being staged over a huge geography suddenly seems very real! Fighting an adept enemy who has no permanent base of operations along with the advantage of being highly mobile and possessive of a fluid structure could prove very costly to the United States and Pakistan.

I’m wondering if, in hindsight, some people ponder over the mistake they have made in creating a Frankenstein  which has now grown significantly, both, in numbers and in ideology!

Is this another classic illustration of the cause and effect theory?

China producing fake drugs under the label “Made in India”

The Chinese have long been a menace that has been left unattended! This time around, I’m not talking about their complicity with terrorist organizations operating in North-Eastern India, or their repeated attempts to violate the International border, which has been on the rise for some time now.

I’m talking about their new weapon in the Anti-India arsenal which involves manufacturing and marketing fake pharmaceutical drugs under the “Made in India” label. This is truly appalling and comes as a rude shock to the Indian nation in general and Indian pharmaceutical companies in particular who strive very hard to manufacture medication drugs after painstakingly slow and expensive research processes that eat into a major share of their profit margins.

Although Indian agencies have long known that this the Chinese were involved in such practice, valuable evidence to prove this was not easily forthcoming, until early last week, when the National Agency for Food and Drug Administration and Control (NAFDAC) of Nigeria issued a press release stating that a large consignment of fake anti-malarial generic pharmaceuticals labeled ‘Made in India’ were, in fact, found to have been produced in China. It is extremely unlikely that Nigeria alone is a recipient of such fake pharmaceutical material or that this incident is isolated. This incident throws light upon a well planned scheme of operations orchestrated by China to undermine India in every possible angle, economic front included.

It is very interesting to note that this is not China’s first brush with counterfeit pharmaceutical material. Early this year, Guardian reported on growing health fears on account of fake Chinese drugs extensively being available in Britain. According to the report, an estimated 8 million pieces of such fake drugs found their way into the National Health Service (NHS). British border officials seized more than half a million counterfeit pills destined for the NHS and high-street chemists last year, an amount equal to the quantity of counterfeit drugs found in the whole of Europe in 2005.  Fake life-saving medicines for ailments such as heart disease and cancer, worth more than £3 million were intercepted by customs officials and the Home Office border agency in the first 10 months of 2008. Of these, three consignments alone were each larger than 100,000 pills.

The size of the problem facing the NHS is now so alarming that Interpol’s secretary-general, Ronald Noble, opened an anti-counterfeiting conference in Africa recently by admitting to being “shocked” at discovering that fake drugs were more deadly than terrorism. Forty years of terrorism, he said, had killed 65,000 people, compared with 200,000 in one year alone in China from counterfeit medicines.

It is apparent that China does not worry about its own reputation being tarnished beyond repair in such acts, as was seen in 2007 when it came to light that the former head of China’s Food and Drug Administration was found guilty of taking bribes to license fake drugs. The fact is that the counterfeit drug market in China is very strong and well organized apart from being safeguarded and aided by the state machinery itself, whose devious agenda was clearly seen in Nigeria last week following the haul of fake drugs.

India needs to reflect seriously on what lessons can be drawn from such cases and should urgently step up efforts in food and drug supervision and monitoring, aimed at uncovering more Chinese-sponsored malaise. Chinese officials will continue to live in denial and contest every claim made by the international media, while shamelessly aiding to such unscrupulous practices with the singular objective of maligning India’s reputation and standing in the international community.

Fake foreign-made generics carrying ‘Made in India’ label can do tremendous harm to our interests. It not only dents our image and takes our legitimate market share, it also erodes the distinction between generic and fake medicines that we have been campaigning for at WHO and WTO, as stated in a letter by India’s High Commissioner in the Nigerian capital of Abuja, Mahesh Sachdev, written to then commerce secretary GSK Pillai.

New Delhi’s protests to China on this issue will most certainly fall on deaf ears and will be dismissed as a cunningly crafted ploy to blemish the latter’s reputation. Therefore, India needs to build a very strong case against China while coordinating with intellgence sources of Ghana, South Africa, Ivory Coast and West Africa, they being large markets of Indian pharmaceutical products. Information so gathered needs to be presented to international bodies of commerce, crime and pharmacology to invite stringent sanctions on China so as to deter this hideously red nation from engaging in such sordid anti-India schemes.

Can India be slum-free in 5 years?

Yesterday, the Indian President Pratibha Patil announced her government’s ambitious plans of eradicating slums in India by launching special housing schemes for the urban poor and slum-dwellers. This program is aimed to provide housing to over millions of slum dwellers across the country who do not have even the most basic amenities to lead a decent lifestyle.

While the Presidential vision, aided by the current government, may be benevolent and concrete, it is certainly a little far fetched owing to the short time line of 5 years which certainly is not enough to achieve this monolith task!

For starters, with well over a billion people, India is the second most populous nation in the world! As if that was not a shocker enough, UN-HABITAT states that India is home to 63% of all slum dwellers in South Asia. This amounts to a staggering 170 million people, 17% of the world’s slum dwellers. It is believed that approximately 260 million people in India (a group almost equal to the entire population of the United States) still earn $1 or less a day. And according to the United Nations, 70 million people earn less than $2 a day. As India continues to grow in economic stature, there’s much debate over the country’s ability to tackle poverty and urban homelessness.

There are 314,700 children living on the streets of Mumbai, Kolkata, Chennai, Kanpur, Bangalore and Hyderabad, and another 100,000 living in New Delhi. These figures exclude the count of homeless adults in any of the mentioned cities.

The problem of homelessness is associated with a number of factors such as lack of affordable housing, changes in the industrial economy leading to unemployment, inadequate income supports, de-institutionalization of patients with mental health problems and the erosion of family and social support, physical or mental illness, disability, substance abuse, domestic violence and job losses being among the many factors that contribute to miseries in the lives of slum dwellers in India. Concrete measures to address every single one of them need to be undertaken to ensure that rehabilitation of the poor is a result oriented effort and not a futile exercise. It therefore calls for the need for the government to view the problem in a holistic and inclusive manner, one that shall keep in focus the real issue and the factors associated with it.

While several programs, such as the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and more recently the Rajiv Gandhi Awas Yojana, are in place to help the government achieve its mission, the government needs to ensure their effectiveness at the grassroots levels, by channelizing funds and resources in the right direction and making sure that they are not mired in the entangled mess of the infamous bureaucracy. More so, dedicated authorities need to oversee rehabilitation and construction programs with stringent monitoring processes in place to ensure effective utilization of funds. The government may also rope in credible partners from the private sector, while also requesting corporates to contribute to this cause as part of their social responsibility programs.

A careful and systematically planned approach is what is needed to make this ambitious vision a reality, while fully understanding that this is possible only with utmost dedication and commitment. The government should also focus immensely on the urban poor who account for a substantial part of India’s population.

However, it still makes me wonder! 5 years?
