India & China - The ongoing spat

A war of words between the Asian heavy weights seemed to get out of proportion, with China blaring its thoughts in public domain over Arunachal, Agni, Indian High Altitude Landing Zones and now Kashmir. With Prime Minister Manmohan Singh barely days away from meeting his Chinese counterpart, the bureaucratic and diplomatic machinery is what is ensuring to downplay what both countries have been echoing as opinions and responses to one another’s comments that have been repeatedly emblazoned by the media!

Relations between both countries although not sour, have in no means been warm, something that both nations need to be cognizant of and thereupon workaround to improve the same, if they so desire that is! A war of words is certainly not a formula to extinguish problems that have had long standing contentions in between the two states, particularly when one country feels it appropriate to comment on the domestic matters of its democratic neighbour!

Progressive steps on the part of India to activate and upkeep its high altitude landing bases in regions proximate to the international border is simply a measure of drawing responsibility upon itself to ensure the security of the nation in the face of any untoward threat - much less as a mechanism of offense! History does stand testimony to the misadventures of 1962, which came shortly after India’s commitment to a renewed working relationship between the two nations. China must not view this as a threat and should rather reconcile in the thought that border security is as important an issue to address, as much as one would employ resources to tackle economic and political challenges that a nation may come to face!

That of Arunachal Pradesh is a very serious and committed demonstration by its people with regards to their allegiance, which, even as I write, has been clearly a response favourable to the Indian union. Who visits there and how, is a matter of right possessed and controlled solely by the Indian republic and by no means can be at the whims of a nation that believes it to be in possession of the said territory. Therefore, in this respect, the visit of the Dalai Lama should not be a mention, let alone an issue, to the Chinese, since it is beyond doubt, as it has been all along, that the state of Arunachal Pradesh - despite whatever it’s supposed ongoings of turbulent demographics and politics, remains a sovereign territory of the Indian union!

China’s comments, in the previous days, on Kashmir, calling India to resolve a long standing historical dispute, is uncalled for and unwarranted since it does not have any business to engage in such matters, which are clearly a problem for India considering the repeated sponsorship of cross-border terrorism and the unwillingness to come to the talking table by another nation! Historical or not, the issue of Kashmir is not one that requires interventions by any third-party, much less the Chinese! Calling this an issue left over by history, China has once again demonstrated its desire and frenzy to meddle with affairs of the Indian union, than take cognizance of issues in its domestic area - such as the ones pertaining to the Xinjiang Uygur Autonomous Region, for instance, better known to the world in the form of the despicable massacres in Urumqi, in the recent past!

Why then should Dr. Manmohan Singh’s comments, to his military commanders asking them to be wary of China, come to be viewed as bewildering, wrong or panicky? Is he not justified in anticipating and thereby wanting to neutralize a threat posed to the Indian sovereign? And more importantly, are the voices of Beijing as a result of desperation? One as a result of the fall of a Maoist government in Nepal, which China attributes to India? And also for India having kept the Tibetan political identity alive?

The Presidential Nobel

After President Obama was conferred the Nobel peace prize last week, I have received several emails asking my opinion and particularly if I thought that it was necessary for him to be given this prestigious prize. Apart from considering such questions far beyond my capacity to answer or reason, I believe that such an award being conferred on someone such as President Obama has concrete reasons of validity far beyond the wave of change that ensured his election as the American Chief Executive. And this most certainly hasn’t much of Afro-American empathy alone to go with it, I must say, not to mention the seeming soft-placating of the Nobel committee that many see as an act of quickly estimating a player even before the game is over.

For starters, Obama’s commitment to an all inclusive American social structure complimenting world demographics was well known before his election to the Presidential Office, as a community organizer and a civil rights attorney in Chicago. One would, at this point in time, want to recall his efforts, in 1992, involved in registration of a hundred and fifty thousand African-Americans in Illinois, which came to be known as Project Vote and became a highly successful campaign prompting him to be named Crain’s Chicago Business’s 1993 list of “40 under Forty” powers to be! Would one not like to attribute this to a socio-culture gap being bridged in a modern society that has still deep rooted racial instances running inside of it?

As a Senator, he voted in favour of the Secure America and Orderly Immigration Act, an immigration reform bill introduced by then Senators John McCain and Ted Kennedy, calling for incorporating guest worker programs among other things while focusing on issues such as human trafficking and border control, the economic impact of such happenings having long bickered the United States. Only here, there was an instance of showcasing of humaneness, which the President to-be endorsed through this piece of legislation that he chose to favor! Surely, that does come under the ambit of cooperation between peoples?

Following his election to the executive office, he began with a pledge to extend a hand of friendship to the Muslim world, which continues to be vehemently despised for supporting the scourge of terrorism, which has in its grip many a nation and people! Turning a hand of friendship and a possibility of working upon a broken relationship, he offered Iran what no American president has in the recent past made good. With a marked departure in the manner in which Iran and its socio-political establishment is viewed, Obama pledged to re-look the American association with Iran, an action which surely requires commendation of a very high order. North Korea has been no different in Obama’s agenda, having been given a high degree of importance aimed at repairing a long faltered association with a thrust of focus on disengaging nuclear weapons.

His administration’s commitment to ensure closure of Guantanamo Bay and the ensuing torture practices there may not have earned him applause from within and outside the American union, but wouldn’t one not seek to view this in the light of a person’s characteristic to condemn inhuman practices such as the infamous waterboarding techniques endorsed and furthered by the previous administration?

Transparency in functioning has also been an area of paramount importance in the current administration. By reducing the amount of secrecy associated with presidential records and effecting changes in procedures and policies to promote disclosure under the Freedom of Information Act, Obama has demonstrated his administration’s pledge to dispel ambiguity in the manner in which the current White House operates.

His commitment to reduce production of nuclear weapons and thereafter systematically, through meaningful partnerships, ensure their eradication may appear fictional to many geo-political observers, however, such a commitment could surely help the world rid itself of dangerous precincts in the times to come, would you not agree?

Talking about results, one must understand and take cognizance of the fact that an offer made needs a reciprocal for it to come into being. Such is the case presently when one reviews the American association with the world at large. It is certainly possible that the current administration’s policies and procedures give way for a new beginning as is envisaged by Obama himself. It takes an epoch in the measure of time if one must insist on seeing actions being translated into results, and that by no means is the only qualifier for being recognized for the efforts that have been so diligently made!

And since the Nobel peace prize was accorded to him “for his extraordinary efforts to strengthen international diplomacy and cooperation between peoples,” I would concur that it has been done so, in recognition of the serious efforts that have been made by a man who has committed himself and his administration to realize a vision, which he believes can redefine the manner in which his country interacts with the world - by a measure of change!

A Q Khan and some candid admissions

The ISI and some elements from within the Pakistan government must be a worried lot, especially in the wake of some candid admissions by an “aggrieved, wounded and humiliated” A.Q. Khan, the erstwhile head of Pakistan’s nuclear program, disgraced and now reduced to a common criminal for his illegal proliferation of nuclear weapons technology through a vast network of people spread across many countries who hankered to enter the coveted list of those rare ones in possession of nuclear delivery.

His admission in letters dating to the year of his arrest, that his activities involving nuclear proliferation which included exchanging and passing nuclear blue-prints and equipment to countries such as China, Iran, North Korea, and Libya were conducted with the complicity of the Pakistani government and military comes as no surprise, for all along the proceedings of his actions, it was well known that he had the blessings and the support of the Pakistani establishment.

The illegal proliferation network aided by Pakistan ensured its presence in many a nation willing to pay for entry into the nuclear club and was taken notice by the American CIA although information passed on later to the US State Department remained not acted upon for fear of upsetting what Americans saw as a strategic partner in the war on terror! Overlooking what it very well knew was not condonable, the United States allowed Pakistan to continue its game of misadventure, tracking its every move in extensive detail. Furthermore, the Americans were aware of this from a very early age which can be traced to the premiership of Benzair Bhutto. Therefore, to conclude that Pakistan’s activities involving nuclear proliferation is of recent times is blatantly foolish.

The Americans sat up and brought to light their knowledge after the 9/11 incidents which required them to see world terror and its assistants in a different light. Mounting severe pressure over Pakistan, post the world trade tower incidents, and also making it a partner in the war on terror, United States more than just nudged Pakistan into admitting to this ominous network. Suddenly then American First Citizen increased his tirade against an axis of evil, which included North Korea and Iran, both of whom co-incidentally were also part of the list of beneficiaries of Pakistan’s well charted nuclear proliferation network!

In a desperate attempt to save face, then head of Pakistan, General Pervez Musharraf looked within the establishment for a scapegoat that he could nail for the expose and showcase to the world, hoping to silence the Americans and cap the pressure emanating on him. Thus happened the disgrace of Abdul Qadeer Khan, who from 1976 was involved in Pakistan’s nuclear program until 2001, when he was sacked from his position as the Chairman of the Kahuta Research Laboratories! His scripted downfall came in 2002 when the United States called for examination of his role in Pakistan’s activities of nuclear proliferation, which the Pakistanis emphatically dismissed as concocted. Then in 2003, following revelations from Iran and Libya, his fate appeared to be sealed and he was forever removed from the ‘inner circle’ and was made to sign a confession detailing his activities pertinent to nuclear proliferation!

President Musharraf however granted him pardon while he continued to be held under house arrest. Perhaps this was Musharraf’s way of granting him a breather while having made him shoulder the blame for a foul game that the Pakistani establishment had willfully played for a very long time!

Though the media has over the past couple of days highlighted extensively the letters containing Khan’s assertions, it comes as no surprise for the role of the Pakistani establishment was always known to the world, at least the world of the US State Department and the CIA, both of whom considered it best to ignore it for the succession of better bilateral ties! Moreover the letter itself, that so lucidly describes many a happenstance in the Pakistani nuclear ambit was written in 2003 immediately after Khan’s arrest and is by no means a recent production!

That it has now been made public is probably the beginning of another dramatic orchestration of events that will not be known in full light until the passage of many years! But perhaps, Khan should have known better than to trust his masters and taken strong wind of the stern advice given to him by Li Chew, then minister and head of China’s nuclear-weapons program. For if he had done so then “The bastards first used us and are now playing dirty games with us,” would have been more of a passable collection of words with little or no significance whatsoever!

Indo-China border engagement

It takes India a few of its Indo Tibetan Border Policemen (ITBP) to be shot at and injured by Chinese troops to momentarily sit up and take notice of the repeated Chinese incursions that have been happening across the Indo-China border! But still, the Ministry of External Affairs (MEA) is playing footsie and denying these reports categorically saying that no such incidents have taken place! “A media report about two ITBP jawans having been injured due to firing from across the Line of Actual Control (LAC) has come to notice. The report is factually incorrect,” were the strong and emphatic words of External Affairs Ministry spokesperson Vishnu Prakash. However, the headquarters of the ITBP has neither denied nor confirmed the report.

The alleged incident came to light when a certain newspaper reported that personnel of the Indo-Tibetan Border Police were injured when Chinese troops had fired at them in Kerang in northern Sikkim a few days ago. The newspaper further reported that following the shootout in Kerang, border personnel held an emergency meeting on August 30. The newspaper confirmed the firing incident citing a top intelligence source, who spoke in condition of anonymity.

General Deepak Kapoor, India’s Army Chief, brought to light a series of air incursions by the Chinese about a month ago, while the Indian government down played the incidents citing them as ‘routine and harmless.’ One would recall a series of further incursions a few days ago with Chinese soldiers having left red painted rock memorabilia for their Indian counterparts - in Indian soil!

Although the Indian government has further downplayed this incident, much like what it did previously, a number of people within and outside the establishment believe them to be true, unlike the responses from the establishment itself! That the government chooses to respond differently is a question left better best answerable to by the officials of the Ministry of External Affairs, who routinely downplay such incidents so as to remain in the good equations with the Chinese and not antagonize them!

If the report is correct, which in all probability it is, it will be the first incident of firing along the Indo-China border since the 1996 bilateral agreement which seeks either nation not to engage in opening fire, no matter what the provocation is, primarily aimed as a part of confidence-building measures.

Repeated border violations and now incidents of opening fire indicate a brazen and even more aggressive Chinese army backed by its government reiterating its policy of inch-by-inch take-over of the Indian Territory it lays claim to! Large parts of the Indo-China border are unattended and remain unguarded throughout the year, prompting easier access to the violator and also making monitoring and reporting difficult for the Indians. However, what is appalling is the Indian government’s lukewarm and lackadaisical response, contributing more fodder and will power to an already aggressive and violent band of Chinese, who know no pleasantries of peaceful co-existence!

China has, as is usual practice, officially denied any violation of the Indo-China border or the Line of Actual Control. The Ministry of Foreign Affairs in Beijing has denied all reports of Chinese airspace violations and incursions in border areas. A team of Chinese officials have also met Indian media representatives based in Beijing in an attempt to convey a message, that India is China’s partner and not a rival - something that is more of a farce than fact!

Sun Weidong who is deputy director-general of the ministry’s Asian department, in a statement said that “China does not pose any threat to India. For us, the biggest task is to develop ourselves so that 1.3 billion people can lead a good life. I don’t think it’s logical to say that when a country grows strong it will bully others.” But this is far from true, given the aggressive policy that China follows in laying claim to portions of Indian Territory that it regards to be part of its sovereign!

New Delhi’s responses and reasons behind them are better best not discussed! The MEA and the political brass, in conjunction, it seems are more worried about cozying up to the Chinese, something which is ominously similar to the stand that Jawaharlal Nehru, India’s former Prime Minister, maintained in the run up to the Indo-China debacle in 1962. It is surprising that no lessons have still been learnt over a period spanning 47 years! Just when one thinks that there could be some measure to address this repeated misadventure, the Indian Prime Minister Manmohan Singh’s statements while addressing a conference of state Director Generals of Police in New Delhi comes as a dampener!

His woes that “Infiltration across the Line of Control and other places like Nepal, Bangladesh and the sea has been going up” simply do not reflect the current state of affairs and appears well doctored in order to omit Chinese references. Such a partisan type stand echoes our inability, lack of will and seriousness over the issue, which is precisely being taken as a soft spot to further such incidents, that will only increase in the coming days!

So much for partnership and cooperation!

Pakistan’s nuclear agenda - The compelling problem!

News about Pakistan’s modification of the Harpoon missiles aimed to possibly launch on Indian targets comes as a somber reminder of a dreaded neighbour whose intentions can many a times be very misleading, contrary to what is thought of. History has rightly indicated how bitterly Indian overtures for dialogue and peace have been met with counter productive misadventures, Kargil being among the many such gaffes on the part of Pakistan.

Breaking the news, New York Times carried a feature that detailed how Pakistan had illegally modified Harpoon anti-ship missiles, that it had acquired from the United States, in order to now give it the ability to strike land targets in India. While American intelligence agencies got wind of this through information acquired from a test conducted by Pakistan on April 23rd, this year, Pakistan itself claims that such is not the case. It states that no modifications have been done to the Harpoon and that the previous tests, claimed by US agencies pertain to an altogether different missile developed indigenously by Pakistan.

Americans on the other hand claim that Pakistan stands in violation of the Arms Control Export Act, under which encumbrance the Harpoon sale had been effected. It will not immediately be known if the missile in question is the Harpoon itself or a home grown technology or if it has been bought over from China. But the general concern is that such a technology now presents Pakistan with a new ability, one that will enable it to launch strikes on Indian targets which were hitherto out of reach or considered to be so!

Interestingly, this allegation comes at a time when President Obama’s administration sought congressional approval of a staggering $7.5 billion in aid to Pakistan over the next couple of years, which it says is a measure to arm an ally in its concerted efforts in the war against terror!

The sooner the Americans come to terms with the fact, one that they already know about, that Pakistan has been siphoning off money and arms supplied to it to aide illicit operations, the war on terror stands won on many grounds!

Barely, hours after this report, an American scientist, Hans M Kristensen, belong to the Federation of American Scientists (FAS), reported that Pakistan has increased its number of ready-to-use nuclear warheads to a staggering 90 in number! His article on the FAS page that Pakistan has stored nuclear warheads in fully assembled condition indicates that they can be called for use at a short notice. On the contrary, India, which has a respectable no first strike policy ensures that war heads are not mounted on missiles and stores either of them separately.

The growing concern pertaining to Pakistan’s increasing nuclear arsenal was expressed by the Chief of Indian Army, Gen. Deepak Kapoor, who in his statement mentioned that this was clearly beyond the level of deterrence that a country needed.

Meanwhile, FAS sources claim that Pakistan has been developing two new cruise missiles, which include the ground-launched Babur and the air-launched Ra’ad, both of which have nuclear delivery capability. Added to the tweaked Harpoons, Pakistan now has a variety of delivery measures with which it could exact a nuclear attack, something which is a serious threat to the Indian nation, over and above that which already exists! That they intend to increase their nuclear weapons capability is without doubt, considering the emerging plutonium reactors plants and the additional chemical separation facility.

A senior nuclear policy expert, Bharat Karnad states that Pakistan’s nuclear ambitions are no secret. According to him “they have had it for several years. The reason why they are doing is that they want to be ready to detain any threat at any point. They also apprehend danger to nuclear weapons by outside countries which they don’t want to name but by implication they have the United States, Israel and India that is who they fear will attack them.”

Quite co-incidentally, the disgraced pioneer of Pakistan’s nuclear program, A. Q. Khan, who until a while ago faced serious restrictions imposed by the law, has now been rewarded, or shall we say compensated, with significantly reduced sanctions! I’m wondering if this is the establishment’s way of asking him to once again participate in the revival of Pakistan’s nuclear agenda. If so, Pakistan is seriously embarking upon a long and well planned construction of a nuclear delivery system, which in the time to come will be a force to reckon with and perhaps an overt threat to the peace and stability in the region!

Karzai or Abdullah? Who will emerge front-runner in the Afghan elections?

Amidst sporadic violence, reports of armed coercion, bribery, election fraud, voter cards being sold, irregularities and a low voter turnout, Afghanistan has gone to the polls for the second time, to elect a President, in an exercise that was closely watched by the United Nations, the United States, neighbouring countries and independent agencies. Officials of NATO stated that approximately 15.6 million voters had registered to vote. The number, which amounts to half of the nations population, is staggering considering the turbulent phases in time that the country has witnessed despite the Taliban having been ousted many years ago.

Under the regime of Hamid Karzai, a great deal had progressed in a difficult and tense environment constantly watched over and viewed as a breeding ground for international terrorism, however, the strangulating influence of the Taliban was witnessed many a times, in the form of many skirmishes between the International Security Assistance Force (ISAF) and the rebels, the former of which is now largely reduced to combat personnel of the United States alone, other member nations having gradually pulled out of the arrangement, sensing a long drawn combat operation which faced flak for being frustrating, costly and severely life threatening to military personnel.

Although the government machinery has largely been overhauled, the Afghan mindset largely remains unaltered and battling warlords still call the shots in what is more of a deeply divided nation which is clearly demarcated by ethnicity, caste and muscle power, all of which seems extensively prevalent over a social structure which is precariously balanced and hinges even now upon its disturbed past. The Afghan state is embroiled in many distinct identities, no one of which can claim superiority or dominance alone or for that matter a certain extended period of time. Cooperation and coordination are words unheard of where negotiations and truce face obsolescence even before implementation.

This time, the theater saw heavy weights in the form of Hamid Karzai, the incumbent President and Abdullah Abdullah, his foreign minister in the fray for the top job amidst many political twists and turns that may have affected one another in their attempt to woo a population that has long been tormented by unrest and turmoil, for the duration of all or most of their tumultuous lives. Karzai on his part seems to have been no lesser of an immoral by virtue of his proximity to what the United States calls dreaded warlords responsible for a chaotic Afghanistan. It is alleged that both of Karzai’s vice-presidential candidates and a number of his key allies in the election were responsible for many instances of human rights violations and war crimes. The independent body, Human Rights Watch has called for Vice President Karim Khalili and key ally, General Abdul Rashid Dostum, to face trial before a special court for alleged war crimes. Khalili is alleged to have been responsible for killing thousands of innocent people.

Prominent and conspicuous among the events, was the return from-exile of  General Abdul Rashid Dostum, who once held the post of Chief of Army Staff to President Karzai. Arriving from Turkey, where he was exiled for allegedly manhandling a political rival, he created headlines by pledging support for Karzai and campaigning for him, a move widely seen as an effort to send a tough message to erring warlords and thereby win their support. Gen Dostum was also a key ally of the United States in the 2001 invasion, following the attacks on the world trade center.

Political analysts insist that all this hobnobbing with local militia and warlords was indeed a strategy employed by the Karzai camp to secure large blocs of votes in return for key positions and influence in his new government or other significant promises. One may also recall his invitation to the dreaded Gulbuddin Hekmatyar, to become his Vice President, when his attacks on government troops became systematically orchestrated and unstoppable.

Abdullah, on the other hand with a clean and suave image has certainly managed to dent Karzai’s fortunes to an extent, prompting officials to believe that the race may be more closely tied than expected, exacting a possibility of a run-off in October if neither party manages to garner the required 50% mark. While Abdullah may represent a different paradigm for a nation troubled by war, poverty, unrest and ethnic divisions, Karzai certainly has an upper hand in the battle given his close connections that can translate to more votes and the ability to nudge perpetually warring splinter groups to pledge support in unison although they may do so with reluctance. Given Abdullah’s surprise over the scale of alleged fraud in counting of the votes, one can sense a disconnect in his ability to control and monitor situations in the ground, something which Karzai surely has more knowledge and control of.

Apparently the United States is not very happy with the developments in Afghanistan, whose military and security responsibility lies with it. Richard Holbrooke, America’s special envoy to Afghanistan has, in a meeting with President Karzai, expressed fears and concerns over reports of election fraud, something that Karzai has not taken too well coming from the United States.

Latest indications suggest that Karzai is pegged at 45% of votes, amounting to 422,000 while Abdullah has garnered 35% votes at 330,000 in number. Reports now indicate that the finally tally may be delayed a while.

While the world waits and watches, it will be interesting to follow the United States and the international community in their policies towards the Afghan nation. More importantly, it will be exciting to deduce and subsequently watch India’s stand considering the possibilities. Karzai and his administration enjoy a warm relationship with India, and so also is the case with Dr. Abdullah.

So what is it that will change in the Afghan heartland? September will tell, presumably!

Pakistan’s call to ban nuclear weapons - An Analysis

One would need to take a very cautiously optimistic approach while welcoming Pakistan’s call to ban nuclear weapons! Cautiously optimistic approach because, it remains to be discerned whether its nuclear arsenal is well within the control of the elected government! Besides, the statement that it “subscribes to the goals of nuclear disarmament and non-proliferation and has always played an active and constructive role in the conference” should be seen as one among the many last ditch face saving attempts by a desperate nation embroiled in a state of terror which was created, financed and proliferated by its own agencies, who now are, in part, working to control the menace.

Probably intended to convey to the world of a reviewed intention in the arena of nuclear politics, Pakistan has, with this statement too, been ineffective to assure the international community in convincing them of its intentions which largely remain unclear and uncharacteristic to the extent that they are unbelievable! British envoy to the Conference on Disarmament, John Duncan said, “Pakistan’s stand was disappointing as the five permanent members of the UN Security Council; the United States, Russia, China, France and Britain as well as Iran, North Korea and Israel, back the consensus.” Sweden, which is another member nation, currently in position of holding the European Union’s revolving presidency has termed Pakistan’s stand as a procedural maneuver, aimed at stalling any significant agreement on reducing weaponry, which in essence is a treaty to halt production of fissile material. One wonders if Pakistan is merely responding to a veiled comment by the Chinese Foreign Minister Yang Jiechi asking the forum to expedite talks on a treaty to halt production of fissile material used to make nuclear weapons, which has been seen as partly aimed at it?

Pakistan’s nuclear ambitions began largely as a measure to counter a perceived Indian threat and it continues to remain a non signatory of the Nuclear Non Proliferation Treaty (NPT). It is easy to see why Pakistan is playing ball in a forum, whose significance, rather insignificance so far has been non-achievement of consensus to chart a treaty to reduce production of fissile material. Pakistan is neither a nuclear power nor is it a signatory of the NPT, as mentioned before. However, given the current situation and flux that is has come to witness, it is important for it to take a stand on terrorism and associated concerns, nuclear weapons in particular. By calling for a ban on nuclear weapons, Pakistan has schemed a two fold objective, the first being a sound byte to the International Community on how its policies are focused on committing to work towards a world free of nuclear weapons and secondly a pressure on the Conference of Disarmament to further play footsie on the fissile treaty, opinions on which could now be divided, even though realistically speaking, the envisioning of a world free of nuclear weapons is largely Utopian, and cannot attain practical application! By echoing such a stand, Pakistan is doing nothing to change its current posture or policy, which unlike India’s does not hinge on a no-first strike! To make matters worse, the nuclear arsenal is controlled and commanded by the Pakistan army and not by the civilian government, which is unlike India, where such a system is overseen by the Nuclear Command Authority which comprises the Prime Minister and other key functionaries of the government, apart from echelons of the Armed Forces.

It is interesting to note Pakistan’s demands, at the Conference of Disarmament, which include general nuclear disarmament, guarantees from nuclear powers that they would not attack non-nuclear states, banning nuclear weapons from outer space, and the fissile cut-off pact. Given the stance that Pakistan has almost suddenly taken, one wonders, pondering over several questions that have arisen as a result. Is Pakistan firstly capable of weapons grade nuclear delivery? If so, is the nuclear arsenal in safe hands? Is there any threat to Pakistan’s nuclear arsenal in the coming future?

As for the Geneva based Conference on Disarmament, which is a UN body, I would not attribute much to its actions until a concrete agreement has been hammered out, speaking of which I’d like to remind the readers of a series of timeless haggling over the past 12 years that have largely stalled its activities and agenda! Now, as I write this post, word is that ‘the way forward has been finally achieved,’ a path to begin negotiations that have been frozen for a long time now!

So much for hard bargained progress!

Fake Indian currency printed in Pakistan

The Times of India carried a front page headline a few days ago that pointed to an ominously disturbing fact that the worth of fake currency circulating in the country is an estimated Rs.1,69,000 crore! Of this, the authorities have been able to seize a paltry Rs. 63 cores while the remaining amount still remains at large! As if that was not enough, people across the nation are at loss when they find ATMs spewing out counterfeit currency, a claim that is not very seriously taken by banking authorities, often leading to end consumer loss.

While the government, banks and people are fully aware of the problem and its massive scale, they find themselves ill-equipped to counter the problem, primarily as a result of inefficient detection mechanisms. To make their problems worse, the counterfeit currency being circulated currently is known to match up to 95% with its legitimate counterpart, making tracing and detection even more difficult.

The origins of fake Indian currency and can be majorly traced to Quetta and Chakala in Pakistan, where the ISI engages in extensive printing activities and then proliferates the product to a half dozen East Asian and Arab countries, from where it is redirected to India and neighbouring countries such as Bangladesh and Sri Lanka. It is believed that the ISI, in complicity with the Pakistan government and elements of the D company, has for a very long time now engaged in the production of high-quality Indian counterfeit currency largely aimed at destabilizing the Indian economy and also using the produce to fund terrorist operations within the Indian subcontinent.

Indian counterfeit currency is printed on security paper in Pakistan or friendly nations leading to its dissemination in India via routes that are believed to be untraceable. However, Indian agencies, already aware of this arrangement have been keeping an eye on these designated routes for sometime now with a small measure of success.

The quality of such counterfeit currency is said to be so high that their tracing and detection is very difficult. Besides, fake currency is transported into India using bona fide travellers as couriers, most of whom travel for this very purpose! Hyderabad and parts of Kerala have become places that are a hot bed for arrival of fake Indian currency from Arab nations, often via labourers who, in search of a better livelihood travel to these nations and in the process end up becoming transport mediums.

Intelligence agencies in India are baffled at the numerous trafficking routes employed by couriers bringing counterfeit currency to India, and the southern part of the nation too is no exception to this malaise. In fact, the prevalence of fake currency is estimatedly higher in this region given its proximity and access to regions in the United Arab Emirates. It seems that the most popular denomination to be replicated is that of the 500 rupees, which is so done to proliferate a larger volume of currency in the system. Experts suggest that the precision involved in replicating currency is so meticulous that their detection is virtually impossible, thus making the process of tracing them extremely difficult.

With the problem growing multifold, India is expected to take up the issue with the Interpol and also ask certain European nations to keep a watch on Pakistan based imports pertaining to security paper and ink. Sleuths in the intelligence machinery are convinced that the ISI has recently asked the Pakistan government to import additional currency-standard printing paper and ink from companies located in the United Kingdom, Sweden and Switzerland to further its Indian currency printing exploits.

A highly placed official said that “after using the country’s normal requirement for printing its own currency, Pakistan diverts the rest to its ISI with the intention of destabilizing the Indian economy by pumping in as many Fake Indian Currency Notes (FICNs) as possible into India and also to fund terrorist organizations. It has been involved in printing and circulation of the fake currency notes with the help of the organized crime network of Dawood Ibrahim and others.”

Although detection is difficult, the Indian government needs to step up its vigil and seek active human intelligence on this myriad chain originating from Pakistan and systematically dismantle the operation over a period of time. Perhaps the newly created National Investigation Agency (NIA) could be entrusted to oversee this in coordination with other intelligence agencies. Assets within Pakistan, if any could be tapped to obtain detailed plans involving couriers and their routes. Monitoring of traffic from Nepal, Bangladesh, the UAE, Sri Lanka and other South East Asian nations need to be stepped up in an effort to curb this problem.

Having said that, the time and resources that need to be allocated in breaking this operation will be a huge challenge that the Indian government will face while embarking upon methods to solve this issue!

Induction of INS Arihant - The Traid is complete

The recently concluded induction of INS Arihant in the Indian Naval Fleet is of immense significance to the nation. Apart from becoming part of the elite group of nations operating nuclear submarines, the real importance lies in completion of the nuclear triad. This means that, at the date of commissioning of the vessel, India will have the capability to launch nuclear weapons from sea, apart from the already possessed air and land launch capabilities.

India, as a peace loving nation, has a very respectable policy that ensures ‘no first-strike,’ however, a robust nuclear weapons launch system is essential considering a misadventure that may originate from the North Western Frontier Province (NWFP) or the North-Eastern Region. In the event of such an incident, where India becomes a victim of a nuclear strike, there needs to be a very responsive system that can counter the threat and deliver a fitting reply. Until the induction of INS Arihant, nuclear weapons launch capability was restricted to land bases and aircraft, meaning that the range achieved via both these mediums was significantly lower, which meant deeper penetration of Indian aircraft into enemy territory, an action that was risky and not guaranteed of success. However the availability of a sea based launch system puts an end to those limitations and completes the triad.

But before the Indian Naval Establishment and the Nuclear Command Authority will begin to breathe easy, two years from today will come to pass as the indigenously built Advanced Technology Vessel (ATV) will become operational only by the year 2011as per estimates. The now inducted submarine will complete two full years of sea trails in the Bay of Bengal after which it will be commissioned for full service. Operations personnel, scientists, analysts and technology managers have a huge challenge ahead of them which lies in monitoring the on board reactor and rendering it to attain criticality without any technical glitches.

Furthermore, the valuable lessons that will be learnt from the tests that INS Arihant is put through, will form as a base for other vessels to be built and operated, which, Navy officers and scientists rightly believe will set the precursor to India being a credible and recognizable nuclear power.

Interestingly, the Advanced Technology Vessel (ATV) program in India came to be conceptualized during the Prime Ministership of Mrs. Indira Gandhi in the year 1970. Not gaining momentum through the 70s and until mid 80s, the vision remained a dream before it was kick started with the support of the erstwhile Soviet Union. The collapse of the USSR stalled the project and robbed many valuable years off it, until work finally resumed in 1998 under the leadership of Dr. A. P. J. Abdul Kalam, who was then scientific adviser to the Indian Defence Minister. Formed with the objective of design nuclear-powered fast attack submarines, the ATV program soon re-aligned course aimed at designing and producing ballistic missile submarines (SSBNs).

The program although ambitious and steady, was not without its share of problems. Powered by an 80 MW pressurized water reactor (PWR) with enriched uranium fuel, the initial design of the miniaturized naval-version of the reactor was developed by the Bhabha Atomic Research Centre (BARC) but had a number of technical challenges staring at it, following which Russian help was sought to resolve design issues. The final version of the reactor was then built at the Indira Gandhi Centre for Atomic Research (IGCAR) at Kalpakkam. At a cost of USD 2.9 billion, India will pay a very small price for safeguarding its sovereign from rogue attacks. The Indian Navy estimates that 2 more such vessels will be commissioned by the year 2015. Capable of carrying 6 torpedoes and 12 ballistic missiles, INS Arihant will be a formidable force to reckon with and most importantly India’s prided defender!

The launch on 26th July by the Prime Minister on the 10th anniversary of the Kargil intrusion reinforces India’s strong commitment to upgrade its defence systems aimed at countering evolving threats.

Pakistan alleges RAW involvement in domestic terrorism

It has now been revealed that the Pakistani Prime Minister Yousuf Raza Gilani handed the Indian Prime Minister documents supporting terrorist activities aided by India’s Research Analysis Wing (R&AW) during their meeting at Sharm el-Sheikh last week. This comes close to the heels of a joint statement by both nations on terrorism, Pakistan’s admission that the Lashkar-e-Taiba (LeT) was indeed the mastermind behind the 26/11 Mumbai attacks and more importantly at a time when the lone surviving terrorist Ajmal Amir Kasab confessed his involvement in the 26/11 episode.

The dossier handed to the Indian Prime Minister is said to contain details pertaining to the attack on the Sri Lankan cricket team in Lahore and that on a police academy on the outskirts of the city earlier this year. Pakistani authorities have, furthermore, indicated that they are fully aware of the identities and location of Indian handlers and their operatives in the region and claim to be actively monitoring their activities. Elaborate photographic evidence of Indian handlers meeting with their operatives are also part of the report. That apart, the document is also believed to have listed out the many safe houses used by Indian operatives along with their locations, an extensively detailed trail of financial transactions which Pakistan believes has been done at India’s behest to fund operations in the region and locations of ‘India-funded training camps in Kandahar where Baloch insurgents are trained to mount insurgency operations against Pakistan!

It looks like a very well structured report at the outset, except that it is too good to be true! Pakistan, has certainly engaged, once again, in convoluted fabrication in order to draw away world attention from its failing state! Kasab’s confession was only a matter of time, after which India and the international community would exert pressure on it to clamp down on perpetrating terrorism. Adding to this, the recently concluded visit of U.S. Secretary of State Hillary Clinton also saw, although in milder terms, a categorical appeal to Pakistan to refrain from activities that could embroil the region in a serious security flux. Having foreseen Kasab’s confession, Pakistan had little option but to fabricate a dossier outlining Indian complicity in terrorist activities within its boundaries considering the impending heat it was bound to face!

On another angle, this report prepared by Pakistani authorities raises more questions than answers which they desperately seek. Assuming that the contents of the report are correct, which is certainly unlikely, one would understand that Pakistan has indeed spent some time compiling it. One then questions why Pakistan has refrained from acting upon the information that it has so diligently put together! Why have the agents and operatives in question not yet been rounded up, despite their identities indisputably confirmed by way of photographic evidence? They certainly do not possess diplomatic immunity, I suppose! Why have Pakistani security services not raided the safe houses that they so emphatically claim to be used by Indian agents and operatives? Are they waiting for an opportunity to present itself? Why hasn’t action been taken despite the knowledge and evidence of what has been termed as an extensive labyrinth of financial transactions made by India in support of subversive activities in Pakistan? They certainly would not need Indian consent! Most importantly why the timing of this disclosure? Why has Pakistan not raised this before? Why has not the international community been notified of this earlier? Why has not the United States, which is a committed partner on the war on terror been told about this at a much opportune moment, earlier?

Answers to all the aforesaid questions can be deduced with ease and little thought, I’m sure. Moreover, one can easily see through the ploy here, it being an act of countering India at a time when all evidence of terror operations point towards Pakistan, them being the confession of Kasab, Pakistan’s admission of Lashkar-e-Taiba (LeT) complicity in the 26/11 episode and most importantly the irrefutable evidence presented by Indian agencies. Pakistan has once again acted out of sheer desperation rather than basing its actions on conclusive evidence.

Pakistan should aim at prosecuting elements behind terrorist attacks in India and not lead the world into a wild goose chase with concocted documents and reports. The onus lies on Pakistan to come clean and act mature and responsible in combating terror and display credentials that can be taken as positive emanations paving way for significant strategic partnerships and not engage in activities that could contribute to distrust and acrimony, least of all making false dossiers and handing it to an executive head of state!

Hillary Clinton’s visit - An Analysis

Hillary Clinton’s love for India is not the same that is echoed by the U.S. State Department. No irony here, only reality! A number of media addresses, emphasis on education, interaction with the captains of industry and shopping expeditions later, one questions the progress of Indo-American relations given the hawkish view of the State Department and the perpetual threat of terrorism emanating from an ever turbulent Pakistan, something that hasn’t been addressed the way India would have liked the United States to have!

The Indian media made a huge fanfare of the visit and went long miles to please the visiting dignitary. The weekend newspapers were emblazoned with pictures and snippets of the Secretary while the delegation was given a warm welcome and treated to soulful Indian curries by the platter, even as news media channels staged live debates and analysis of this visit, as if it were a second-coming of the Lord himself! But, make no mistake, for Secretary Clinton came calling in warm terms as a ‘friend of India’ to which the Indian machinery found themselves swinging in musical pleasure!

I do not intend to negate or in any manner undermine the relationship Clinton shares with India, particularly in the light of her founding the India caucus in the upper house of the U.S. Congress, following her election as the senator from New York. A whole lot more has happened to cause particular warmth between her person and our nation, undoubtedly. But this visit was different and needed to be looked at differently, considering her position and Obama administration’s commitment to the world to aid ‘democratic nations’ in the war against terror.

While the State Department has sometimes, coming under some diplomatic pressure, echoed Secretary Clinton’s India bonhomie, it is common knowledge that their inclination lies oriented towards Pakistan, something which has been a happenstance for many many decades now. This attitude needs to change to bring about some level of credibility towards the statements that have been made warranting the need for increased cooperation and bilateral ties between both nations.

And then, there is the issue of terrorism originating from Pakistan, which has been proved a number of times of having the backing and complicity of state actors. This needs to be viewed very seriously. That Pakistan is an ally of the United States in the War on Terror, automatically makes it mandatory for it to shun any support for terror directed towards the Indian sovereign, something that it has repeatedly failed to adhere to as was seen even during the 26/11 episode. The United States, particularly the State Department needs to understand that a conducive environment is needed for solving issues that have long been kept at bay and state sponsored terrorism, such as that orchestrated by Pakistan, cannot help achieve such a climate.

Pakistan is fast becoming the breeding ground for global jihad and Washington needs to take cognizance of this fact and shape policies towards countering terrorist activists. While Hillary’s statement that “both nations have suffered at the hands of terrorists. And the breeding ground of this threat is India’s neighbour, Pakistan. Thus, when South Asia, described as the world’s most dangerous place and where India, Pakistan and Afghanistan are situated, is boiling, who can be the stabilizer? It can only be India which has a Muslim population that is almost five times that of Afghanistan and almost equals Pakistan’s” echoes the reality that is faced by India, it is also important to understand that anti-state elements in Pakistan were a creation of Pakistan itself and not the handiwork of an external force or element!

Terrorism is only one of the many issues that is an area of concern, apart from which there are areas such as trade, outsourcing, climate change, education and so on needing attention.

After this much publicized whirlwind trip, one really wonders about the possible outcome. Is the reality going to change? Will Indo-US relations scale new heights or is this just an eyewash that has been made to make India ‘feel good’ ahead of an impending statement in the not so distant future, which as seen in the past, will favour Pakistan and ignore the ground reality?

Also, what guarantee has the United States received that a next terror attack on its soil will not be aided by Pakistan or as they say ‘elements from within?’

The secret wars of the CIA - II

The immediately preceding post talked about the recently terminated “kill or capture” covert program which the CIA ran for eight years without the knowledge of the U.S. Congress. It can be viewed here.

This post outlines the top-secret MKUltra program that the CIA ran during the 1950s and a large part of the 1960s, uncovered later by the New York Times and investigated subsequently by the Church Committee and the Rockefeller Commission. The CIA faced a lot of congressional ire following the disclosure and attempted hampering the process of investigations by destroying a large collection of documentation related to the program at the behest of then CIA Director Richard Helms. Investigations, nonetheless were carried out often relying on sworn testimonies and a retrieved cache of documents that survived the purge ordered by Helms. It is believed that the CIA still conducts some experiments and programs related to the MKUltra project although not at the same scale as was back in the time of its inception and research! However, these claims cannot be verified!

MKUltra was the code name given to a series of top secret mind control experiments devised by the CIA during the 1950s aimed at understanding the human mind and its functioning under the influence of psychotropic substances. It was commissioned into existence by then CIA Director Allen Dulles and headed by Dr. Sidney Gottlieb, who was a Jewish American military psychiatrist and chemist. Sidney’s obsession with the program was so much that he quickly earned the titles “Black Sorcerer” and the “Dirty Trickster.” At the time, it was widely believed in the CIA that U.S. Prisoners of War (PoWs) were interrogated by mind control techniques by the Soviets, the Chinese and the North Koreans as a result of which the need for a similar program in the United States was felt.

The program was illegal ab-initio, owing to the facts that it neither had the approval of the U.S. Congress nor the consent of those who were made to participate in it, many of whom met with death or permanent incapacitation as a result of what they were subject to.

The CIA poured millions of dollars into this program with the objective of researching the many methods involved in ‘tweaking’ the mind! Budgets for this elaborate program were of course secretive and unofficial with the program director being assigned six percent of the CIA operating budget. It is estimated that at least $10 million USD was spent on the program.

This ominous program was conducted with some of the most infamous goals in mind. A document pertinent to the project outlines the the size and range of the effort, the process involving a comprehensive study of an assortment of mind-altering substances described as follows:

1. Substances which will promote illogical thinking and impulsiveness to the point where the recipient would be discredited in public.
2. Substances which increase the efficiency of mentation and perception.
3. Materials which will prevent or counteract the intoxicating effect of alcohol.
4. Materials which will promote the intoxicating effect of alcohol.
5. Materials which will produce the signs and symptoms of recognized diseases in a reversible way so that they may be used for malingering, etc.
6. Materials which will render the induction of hypnosis easier or otherwise enhance its usefulness.
7. Substances which will enhance the ability of individuals to withstand privation, torture and coercion during interrogation and so-called “brain-washing”.
8. Materials and physical methods which will produce amnesia for events preceding and during their use.
9. Physical methods of producing shock and confusion over extended periods of time and capable of surreptitious use.
10. Substances which produce physical disablement such as paralysis of the legs, acute anemia, etc.
11. Substances which will produce “pure” euphoria with no subsequent let-down.
12. Substances which alter personality structure in such a way that the tendency of the recipient to become dependent upon another person is enhanced.
13. A material which will cause mental confusion of such a type that the individual under its influence will find it difficult to maintain a fabrication under questioning.
14. Substances which will lower the ambition and general working efficiency of men when administered in undetectable amounts.
15. Substances which promote weakness or distortion of the eyesight or hearing faculties, preferably without permanent effects.
16. A knockout pill which can surreptitiously be administered in drinks, food, cigarettes, as an aerosol, etc., which will be safe to use, provide a maximum of amnesia, and be suitable for use by agent types on an ad-hoc basis.
17. A material which can be surreptitiously administered by the above routes and which in very small amounts will make it impossible for a man to perform any physical activity whatsoever.

To accomplish what the CIA believed they could via MKUltra, an assortment of drugs were used, some of them being heroin, morphine, temazepa, mescaline, psilocybin, scopolamine, marijuana, alcohol, sodium pentothal and most prominently LSD, which dominated many MKUltra sub-programs! Several people suffered massive and permanently irreparable conditions as a result of these experiments and surprisingly no remarkable breakthrough was made despite massive investments and persistence, or so it is publicly believed!

Almost a year before the New York Times broke the story in the winter of 1974, Director Richard Helms abruptly ordered documentation pertaining to the program to be destroyed hence making large amounts of information permanently unavailable to the U.S. Congress. Following the expose on the program, the U.S. Congress created investigation bodies in the form of the Church Committee and the presidential Rockefeller Commission. Although reports of these commissions revealed little beyond what was already publicly known, they created a tight spot for the CIA particularly when it came to be known that subjects under the program were induced into taking part without their consent and knew little or nothing about what they were participants of! Senator Frank Church, who chaired the Church Committee, concluded that “prior consent was obviously not obtained from any of the subjects” and noted that the “experiments sponsored by these researchers call into question the decision by the agencies not to fix guidelines for experiments.” This prompted President Gerald Ford to issue an executive order prohibiting “experimentation with drugs on human subjects, except with the informed consent, in writing and witnessed by a disinterested party, of each such human subject

Following the news-break surrounding MKUltra, reports of many branches of the US Military conducting similar experiments continued to surface, the most prominent of them being that of Harold Blauer, a professional tennis player in New York and Frank Olson, a U.S. Army biochemist, both of whom died as a result of experiments conducted on them.

It is believed that 44 American colleges or universities, 15 research foundations or chemical or pharmaceutical companies, including Sandoz (currently Novartis) and Eli Lilly, 12 hospitals or clinics (in addition to those associated with universities), and 3 prisons participated in the MKULTRA program making it the most elaborated colluded yet secretive programs of the CIA and perhaps the most damaging of all!

The full extent of information and damages caused by the MKUltra program will never be known as it is still designated ‘top-secret’ and much of the documents related to the program do not exist. However, there is no doubting the fact that it became one of the most controversial scandals that the CIA was embroiled in!

Ironically, the entrance of the CIA loudly boasts a verse from Gospel of John 8:32, The Holy Bible which reads “And you shall know the truth, and the truth shall set you free.”

The secret wars of the CIA - I

Once again the Central Intelligence Agency has come under fire, this time for not disclosing its secret “kill or capture” counter terrorism program to the U.S. Congress! As an independent U.S. Government agency responsible for providing national security intelligence to senior U.S. policymakers, the CIA is bound by statute to disclose all of its covert operations programs, in minimal measure, to the U.S. Congress and the Senate Intelligence Committee, neither of which this time around were aware of the existence of such a program which was put together by the Bush Administration eight years ago! Incumbent Director, Leon Panetta who became aware of this program sometime late in June, ordered its termination and proceeded to inform the Congress of its erstwhile existence and subsequent termination. As required by Title 50 of the United States Code Chapter 15, Sub Chapter III, “when it becomes necessary to limit access to covert operations findings that could affect vital interests of the U.S., as soon as possible, the President must report at a minimum to the Gang of Eight.”

For several years the CIA has had a very turbulent relationship with the U.S. Congress, often caught concealing many covert operations programs from the latter although mandated to disclose in minimal measure any and all activities undertaken under the ambit of national security. What is surprising is the level of secrecy surrounding the currently terminated program even within the CIA leadership! It is significant to note that former Director Gen. Michael Hayden did not inform his successor of the existence of such a program despite it being very highly likely of his affirmed knowledge of its existence, given his close proximity to the Bush Administration, the President and his Vice-President in particular.

As was believed during the news break of the existence of this program, it is now becoming increasingly clear that former US Vice President Dick Cheney directed, more than once, the CIA not to inform the US Congress about the so called “kill or capture” program. Chairwoman of the U.S. Senate Select Committee on Intelligence, Dianne Feinstein has stated that “Director Panetta did brief us two weeks ago, I believe it was on the 24th of June, and, as had been reported, did tell us that he was told that the vice president had ordered that the program not be briefed to the Congress.” Reacting to comments on the CIA’s delinquent attitude, House Intelligence subcommittee Chairwoman Representative Jan Schakowsky stated that “It’s not as if this was an oversight and over the years it just got buried. There was a decision under several directors of the CIA and administration not to tell the Congress.”

While the CIA leadership has been proactive in informing the Congress this time, it is highly unlikely that this incident will fade away without serious implications for the CIA and the White House. In the recent future, the Congress is likely to express support for the 2010 Intelligence Authorization Bill including a provision that would require the President to inform more than 40 members of Congress about covert operations. While the current administration has threatened to veto the final version of the bill should it include such a provision, it should be noted that mid last year, the Fiscal 2009 Intelligence Authorization Bill was approved by House majority containing stipulations that 75% of money sought for covert actions would be withheld until all members of the House Intelligence panel were briefed on sensitive covert actions.

Now that the affair is out in the open, Chairman of the House Intelligence Committee Representative Silvestre Reyes has announced that he considers an investigation into alleged CIA violations of the National Security Act, which requires with limited exception that Congress be informed of covert activities. Apparently he has support from fellow representatives who given the long standing Congressional-CIA relationship, the bitter acrimony and hatred involved, will not let the latter go off the hook, without some hard hitting at least!

It seems Obama’s misreported bottomgate affair hogged the limelight more than the proceedings of the G8, which this time too failed to arrive at a much needed consensus on important issues such as climate change. As before, leaders of the group of eight, along with invitees, once again came together to put their thoughts on issues such as nuclear energy, dialogue with emerging countries, achievement of millennium development goals, negotiations on climate change, development of Africa in the areas of education, water, food and agriculture, health and peace support, intellectual property, outreach and expansion.

Not surprisingly the debate on climate change has brought forward no significant or tangible solution, with member nations not focusing on emission cuts and most importantly the Kyoto Protocol. While some question the relevance of the G8 in the face of a modernized global scenario, some others argue that it serves as an important platform for world leaders to wrangle on important issues that concern one another and the world at large. However, that ‘world at large’ is yet to see some tangible results as a measure of outcome from this gathering! Take for instance the posture on climate change which has hardly changed from before. While industrialized nations continue to play footsie with the issue, they have long been pressurizing some invitee nations to adopt a more stringent set of protocols that call for reduced emissions, something that seems more of hypocrisy! One may also ask about the provisions of the Kyoto Protocol, which is refused to be addressed.

Although Africa has been on the agenda for a long time now, there is no reflection of any constructive activity in the ground level. Take for instance the scale of poverty, issues pertaining to health, clean water, basic sanitation requirements and education programs that exist only as plans on paper and remain a distant dream. Mere agreements to sort out these issues by addressing them at forums is not enough. Implementation at various levels is the requirement.

Nations such as Sudan continue to be plagued in civil war with little or no assistance from the outside world. People continue to die at alarming rates and turn into fast statistics that are forgotten in a matter of days. Mere echoes of UN Security council resolutions will not address the problem. Why are nations not looking at establishing a military task force such as the KFor or the ISAF within Sudan, Darfur in particular? Is it the cost factor that is a deterrent or the knowledge of the non-existence of any rich pickings from these poor nations that is putting off the G8 from arriving at a policy of cooperation within themselves to assist impoverished countries, such as mentioned in their agenda?

For once, the Italian Prime Minister Silvio Berlusconi spoke intellectual when he remarked that the framework of the G8 needs to be modified to include the larger G14! His statement that “we saw that G8 is no longer a suitable format to show a global economic way of doing. Instead, a consolidated G14 representing 80% of the world economy could help create a real dialogue. We want to see if the G14 is the best solution for debates which will bring to us unique results,” echoed the G8’s attitude in taking cognizance of emerging nations such as India and China in the global forum, something that cannot be ignored as was in the past! I would certainly accord a great deal of credit to the Indian Prime Minister Dr. Manmohan Singh for having paved the way to such a landmark consensus as is witnessed today, when two years ago in a predecessor G8 summit at Heiligendamm in Germany, he stated the need for India to participate in the get-togethers of the rich as a partner rather than a petitioner.

It does not take a lot of brain racking to understand and conclude rightly that evolved partnerships are the key to success especially on a regional front which seems expanding and holding significance more than ever! Bilateral trade, cultural ties, combating terrorism, educational and outreach programs, disease control and a lot more can be significantly and systematically addressed in a much efficient manner with an expanded framework as in the case of the G14, which has rightly been envisioned and supported.

Fresh perspectives from developing nations with regards to plaguing problems can bring to the table a great deal of change, inclusive at that. However, one needs to wait and watch how the proceedings of this meeting of the G8 are to be implemented to attain measurable outcomes rather than being fizzled out as existent only on paper!

And maybe the press too can be a lot more mature to highlight issues and call for increased cooperation rather than misreport the roving eyes of a head of state!

Two to Tango - Russia & America

President Obama’s first visit to Russia as Commander-in-Chief of the United States is very significant. There’s a lot of mending of fences to do and a relook at strengthening bilateral relations that needs to be done on a serious footing. That apart, the two countries need to underscore the need to work together very closely in areas such as combating terror, which is a growing threat to many nations and their people. Their first meeting ahead of the G20 summit in London, held earlier this year, will certainly help them bond well and one hopes for it to be that way considering the extensive areas of cooperation their nations need to engage in.

The Bush administration viewed its Russian counterparts as hawkish and chose to remain wary in their interactions with Moscow, an action that fueled a number of cold war type instances that may have come to be, thankfully not, given the maturity with with each side has handled the other in particular.

The American pull-out from the Anti-Ballistic Missile treaty of 1972 is not so distant in the past to be forgotten, but even fresh is the Russo-Georgian conflict which was dragged into the purview of the NATO of which Georgia is a member nation. The summer of 2007 also saw some tense moments with the United States announcing plans of building an anti-ballistic missile system in Poland and a radar architecture in the Czech Republic, both nations being former Warsaw Pact members. While United States cited this as a protectionist measure from any nuclear attack that may originate from the soils of Iran or North Korea, Russia rebutted the explanation and tested a long range intercontinental ballistic missile, the RS-24 and backed it up with a serious view that it could position its missiles towards Poland and the Czech Republic in the event of an American go-ahead of the stated plan.

Although President Putin’s warnings that American actions could turn Europe into a “powder keg” did not come true, for good reasons, a war of words between both heavyweights ensued with each side choosing to articulate its right of stand in the backdrop of a tense situation that could have lead to some deadlock among them signalling the beginning of a new arms race and power play, the least of which the world wanted at the time.

Vladimir Putin’s Iranian visit aimed at discussions of Russia’s aid to Iran’s nuclear power program in the backdrop of an American call for military action against Iran which Russia firmly opposed, prompted Bush to state a direct message to Putin that “if you’re interested in avoiding World War III, it seems like you ought to be interested in preventing them from having the knowledge necessary to make a nuclear weapon.” A sharp witted Putin retorted comparing American plans to put up a missile defense system near Russia’s border as analogous to when the Soviet Union deployed missiles in Cuba, prompting the Cuban Missile Crisis.

Just as the missile defence plans were getting each nation into a tirade of words with each other, Russia intervened in Georgia, when Georgia invaded South Ossetia. It did not help that senior Georgian officials acknowledged to have started the war in the region which prompted a certain Russian response. Georgia being part of NATO was viewed as a significant standpoint in the now faltering Russo-American relationship. While NATO members howled at one of their member nations being attacked, Russia staved away any attempt to stall the invasion by an external force and firmly drew the Georgian misadventure to a close within a remarkably short period of time.

More recently the joint naval exercises between Russia and Venezuela have fumed the White House and the State Department owing to their regard of the latter as a nation not aligned with the interests of the United States. The recently concluded missile tests by North Korea has brought the United States and Russia together in their condemnation of the act which both view as a cause for any nuclear engagement that may take place.

With all this as part of a turbulent background, both leaders clearly have to do a lot to work their way towards warming one another in arriving at a consensus regarding many issues that form part of their cooperation agenda. For starters, their views on North Korea are encouraging, but this is just the beginning. There is a simmering Pakistan aided by the United States in the War on Terror, an exercise that seems to be headed nowhere with no clear agenda in place. Iran continues to be a serious issue which still needs a lot of sitting-down-to-talk! The issue of jointly eliminating pirates in Somali waters is also in the backdrop and requires ongoing commitment and participation from both sides.

On the economic front, a lot needs to be done to arrive at an agreement in many spheres aimed at staving off the effects of the global recession which has affected the world at large. General Motors which last year setup a plant in St. Petersburg is now in hot water back at home. Its is believed that American investment has been growing at a rate of fifty percent a year and two-way trade between Russia and the United States now exceeds $26 billion, and two-way investment is approaching $20 billion, all of which is good news.

Caviar, wine and curry later, both leaders must aim significantly at laying the framework to improving two-way cooperation that will foster good relations with each other, paving way for partnerships like never before. That in place, Roman Abramovich, the owner of Chelsea football club and governor of Chukotka, can focus on making rich pickings off his £80m investments in the world’s largest drilling exercise aimed at creating a tunnel between Russia and the United States, a Tsarist vision lying unattended to since the early 20th century! It makes better sense not to build a real bridge between the two nations as desired by the current Russian Prime Minister Vladimir Putin.
